How to Get Accredited as a Foreign Employer of Filipino Seafarers

 

Accreditation as a Principal to hire Filipino seafarers

1 Work with a DMW Licensed Manning Agency

To get started, you’ll need to partner with a DMW-licensed manning agency in the Philippines—like Unlad. This step is essential, as only licensed agencies are authorized to process accreditation for foreign employers.

 

2 Get Your Documents Ready

Once partnered, we work together to prepare the required documents. These include:

  • A Manning Agreement outlining your terms with the agency
  • A Special Power of Attorney (SPA) giving the agency authority to hire on your behalf
  • Your Business Registration Documents from your home country
  • Maritime Authority Licenses to show you meet international standards
  • A Crew Manning Authorization
  • A Standard Employment Contract and Salary Scale

 

3 Authenticate and Submit Your Documents

Next, your SPA and agreements need to be authenticated by the Philippine Migrant Workers Office. Once authenticated,  we will submit all the documents to the DMW for review.

 

4 Get Accredited by the DMW

If everything checks out, the DMW will issue your Accreditation Certificate. Once you receive it, you’re officially allowed to hire Filipino seafarers through your agency.

Vessel Accreditation

What is Vessel Accreditation?

Vessel accreditation is required for each ship a foreign principal plans to crew with Filipino seafarers. It ensures the vessel is properly documented and fully compliant with Philippine regulations. This process is handled by the Department of Migrant Workers (DMW) and can be done after or alongside principal accreditation

No seafarer can be deployed to a vessel without accreditation.

We believe in clear, fair, and transparent collaboration.

Recruitment Fee

We charge a one-time fee of USD 150 per recruited seafarer. This covers the full recruitment process—from sourcing and screening to coordinating deployment.

Training Expenses

If additional training is needed to meet your specific requirements, Unlad will arrange and cover it upfront, then bill you for the actual costs. Training modules are tailored based on the qualifications your vessel or operations require

Documentation Fees

To handle all necessary deployment documents—such as visas, work permits, and compliance paperwork—we charge a standard fee of USD 200 per seafarer.

At-Cost Services

Some situations may require extra services, like specialized medical exams, international flights, or additional documentation. These will be billed at cost, with a 10% service fee added.

Payment Terms

All charges are billed monthly, with payment due within 10 days after the end of each month. You’ll receive a clear, itemized invoice, and payments can be made via wire transfer to Unlad’s designated bank account.
